Under the PM WANI initiative, PDOAs are licensed to aggregate and manage Wi-Fi hotspots operated by Public Data Offices (PDOs) across different locations. PDOAs are responsible for backend authentication, user management, and billing processes, enabling seamless connectivity for users across multiple Wi-Fi access points. This role supports the government’s mission to enhance internet accessibility and bridge the digital divide in urban and rural areas. PDOAs must adhere to security protocols and ensure compliance with data privacy regulations.
Who Can Apply
It will be any company registered under the Companies Act 2013. PDOA will comply with the applicable FDI guidelines for telecommunication sector.

The applicant company, for registration as PDOA, will apply for registration with DoT on ‘SARALSANCHAR’ (Simplified Application For Registration and Licenses) Portal (i.e. https://saralsanchar.gov.in/)
Any company registered under the Companies Act 2013 can become a PDOA. Additionally, PDOAs must comply with the applicable FDI guidelines for the telecommunication sector.
No, PDOAs will be registered by the DoT without payment of any registration fee.
PDOAs have several key functions, including:
Aggregating multiple WANI-enabled Wi-Fi Access Points operated by individual PDOs.
Authorizing subscribers (authenticated by the App Provider) to access internet services.
Integrating the Captive Portal with various digital payment service providers.
Declaring tariffs for subscribers and keeping track of each subscriber's usage.
The applicant company must apply for registration with the DoT through the SARALSANCHAR portal (https://saralsanchar.gov.in/). They will need to provide their Corporate Identity Number (CIN) and upload a self-certified copy of their Company Registration.
The DoT will grant registration to PDOAs within seven working days.
The registration for PDOA will provide permission for pan-India operations.
Yes, a PDOA can surrender its registration by giving 60 days' notice to the DoT and 30 days' notice to the associated PDOs.
