Government, in 2016, introduced Virtual Network Operators (VNOs) under the regime of Unified License for VNO with the aim to delink the “licensing of networks from the delivery of services”. A VNO may provide telecommunication services to consumers by using the network of its parent NSO. VNOs are essentially service delivery operators and are treated as an extension of NSOs. The VNOs are not allowed to install equipment interconnecting with the network of other NSOs.
The UL (VNO)- Resale of IPLC authorization permits the licensee to provide end-to-end International Private Leased Circuit (IPLC) between India and country of destination for any capacity denomination by obtaining the International bandwidth from International Long Distance Service Providers (ILDOs), licensed under section 4 of the Indian Telegraph Act, 1885

UL (VNO)-Resale of IPLC Authorisation Scope
The Licensee is permitted to provide end-to-end International Private Leased Circuit (IPLC) between India and country of destination for any capacity denomination by obtaining the International bandwidth from International Long Distance Service Providers (ILDOs), licensed under section 4 of the Indian Telegraph Act, 1885.
The Licensee can access the subscribers for provision of IPLC only and not for any other purpose
Licensee is allowed to sell bandwidth on retail basis with, or, without, value addition to end subscriber.
The Licensee shall not sell the bandwidth to other licensee of ‘Resale of IPLC” License.
Interconnection of IPLC with PSTN/PLMN/GMPCS/Internet Telephony Network is not permitted.
Network interconnection and Security Conditions
The Licensee shall provide the service to end subscribers by entering into arrangements for leased line with Access Providers, National Long Distance Service Providers and International Long Distance Service Providers.
The Licensee is allowed to create own infrastructure limited to multiplexing, demultiplexing, billing and customer management system.
Interconnection of IPLC with PSTN/PLMN/GMPCS/Internet Telephony Network is not permitted.
The Licensee shall take IPLC from the licensed ILDOs. The interception and monitoring of Resellers circuits shall take place at the Gateway of the ILDO from whom the IPLC has been taken by the Licensee.
The Licensee shall, before providing an IPLC to the customer, get the details of services/equipment to be connected on both ends of IPLC, including type of terminals, data rate, actual use of circuit, protocols/interface to be used, etc
Who Can Apply
General Guidelines for Grant of Resale of IPLC Authorisation services under UL (VNO) –
The applicant must be an Indian company, registered under the “Companies Act- 2013/1956”.
Financial and Eligibility Requirements
Applicants must pay a non-refundable processing fee as prescribed.
FDI upto 100% under automatic route subject to observance of licensing and security conditions by licensee as well as investors as notified by the DoT from time to time.
The applicant company shall have a minimum paid up equity capital and networth as prescribed.
The applicant must pay the Entry fee prescribed.
The applicant must submit the Financial Bang Guarantee (FBG) as prescribed.
Documents Required
a. Copy of registration certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
b. Articles of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
c. Memorandum of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company
d. Equity Details certificate from the Company Secretary/Statutory Auditor countersigned by the Director duly authorized by the company
e. Certificate from the Company Secretary/Statutory Auditor, countersigned by the Director duly authorized by the company to disclose the status of foreign holdings.
f. Net worth of the company certificate from the Company Secretary/Statutory Auditor countersigned by the Director duly authorized by the company.
g. Paid up capital certificate by the Company Secretary/Statutory Auditor, countersigned by ,the Director duly authorized by the company
h. MHA clearance (in case of foreign nationality/ CEO/CTO/CFO, Director)
i. Power of Attorney by Resolution of board of Directors
The application shall be made online on Saral Sanchar portal ( https://saralsanchar.gov.in/) . The processing fee for the application is Rs. 10,000/- (non-refundable), which is also payable online.
The entry fee for the license is Rs. 50 Lakhs only and is non-refundable/ non-adjustable.
The Financial Bank Guarantee (FBG) for the license is Rs. 10 Lakhs only.

Application Process

Registration The Applicant companies desirous of getting the Licensing / Authorization under Unified License/UL-VNO Agreement may submit the application online on SARAL (Simplified Application for Registration and Licenses) SANCHAR portal i.e. https://saralsanchar.gov.in. The Applicant companies are required to do a one-time registration on the portal. Once the registration is done the applicant company needs to apply for any of the desired authorization under UL/UL-VNO regime.

Application SubmissionSubmit the application form and required documentation to the Saral Sanchar Portal.

ProcessingThe application undergoes a compliance and background check.

ApprovalUpon successful review, the license is issued, allowing the applicant to operate within the approved Service Area
