UL (VNO)- International Long Distance (ILD) Service

Government, in 2016, introduced Virtual Network Operators (VNOs) under the regime of Unified License for VNO with the aim to delink the “licensing of networks from the delivery of services”. A VNO may provide telecommunication services to consumers by using the network of its parent NSO. VNOs are essentially service delivery operators and are treated as an extension of NSOs. The VNOs are not allowed to install equipment interconnecting with the network of other NSOs. The ILD VNO authorization allows the Licensee to share “passive” infrastructure namely building, tower, dark fiber, duct space, Right of Way owned, established and operated by it under the scope of this Authorization with other Licensees. Licensee can also access the subscribers directly for provision of international long distance voice service only through calling cards. Details of Service

Here’s a more detailed information related to the UL (VNO)- International Long Distance (ILD) License in India:

  1. UL (VNO)-ILD License Scope
    1. The Licensee may share “passive” infrastructure namely building, tower, dark fiber, duct space, Right of Way owned, established and operated by it under the scope of this Authorization with other Licensees
    2. Further, the Licensee may also access the subscribers directly for provision of international long distance voice service only through calling cards
    3. This license is issued by the Department of Telecommunications (DoT) under the Ministry of Communications.
  2. Network interconnection
    1. A UL (VNO) Licensee with authorization for ILD shall be parent to NSO(s) only. Any Interconnection with Access Service providers, ISPs, ILDOs, VSAT Operators, NLDOs shall be through the NSO to which it is parented

Who Can Apply

  1. General Guidelines for Grant of UL (VNO) ILD services under UL (VNO) –
    1. The applicant must be an Indian company, registered under the “Companies Act- 2013/1956”.
  2. Financial and Eligibility Requirements
    1. Applicants must pay a non-refundable processing fee as prescribed.
    2. FDI upto 100% under automatic route subject to observance of licensing and security conditions by licensee as well as investors as notified by the DoT from time to time.
    3. The applicant company shall have a minimum paid up equity capital and networth as prescribed.
    4. The applicant must pay the Entry fee prescribed.
    5. The applicant must submit the Financial Bang Guarantee (FBG) as prescribed.

Fees and Charges

  1. The application shall be made online on Saral Sanchar portal ( https://saralsanchar.gov.in/) . The processing fee for the application is Rs. 10,000/- (non-refundable), which is also payable online.
  2. The entry fee for the license is Rs. 1.25 crore only and is non-refundable/ non-adjustable.
  3. The Financial Bank Guarantee (FBG) for the license is Rs. 50 Lakhs only.

Application Process

Registration The Applicant companies desirous of getting the Authorization under Unified License/UL-VNO Agreement may submit the application online on SARAL (Simplified Application for Registration and Licenses) SANCHAR portal i.e. https://saralsanchar.gov.in. The Applicant companies are required to do a one-time registration on the portal. Once the registration is done the applicant, company needs to apply for any of the desired authorization under UL/UL-VNO regime.

Processing The application undergoes a compliance and background check.

Approval Upon successful review, the license is issued, allowing the applicant to operate within the approved services area

This License shall be valid for a period of 10 years from the effective date of this License. The duration of the License of a VNO shall be fixed as 10 years extendable further for 10 years at a time by the licensor unless revoked earlier.

International Long Distance (ILD) services licensee has full flexibility to offer all types of bearer services. The Licensee will provide bearer services so that end-to-end tele-services such as voice, data, fax, video, multi-media etc. can be provided by Access Providers to the customers
