Any telegraph which is used or capable of being used with any telegraph established, maintained or worked under the license granted by the Central Government, shall have to undergo prior mandatory testing and certification in respect of parameters as determined by the telegraph authority from time to time.

Department of Telecommunications, Ministry of Communications has notified “Indian Telegraph (Amendment) Rules” in Gazette of India vide G.S.R. 1131(E) PART XI on 5th September 2017 which prescribes for Mandatory Testing and Certification of Telecommunication Equipment. Any telegraph which is used or capable of being used with any telegraph established, maintained or worked under the license granted by the Central Government in accordance with the provisions of section 4 of the Indian Telegraph Act, 1885 (hereinafter referred to as the said Act), shall have to undergo prior mandatory testing and certification in respect of parameters as determined by the telegraph authority from time to time.

Objectives of MTCTE


I. that any Telecom Equipment does not degrade performance of existing network to which it is connected;
II. safety of the end–users;
III. protection of users and general public by ensuring that radio frequency emissions from equipment do not exceed prescribed standards;
IV. that telecom equipment complies with the relevant national and international regulatory standards and requirements.

The testing and certification envisaged in Amended MTCTE Procedure v3.0 (TEC 93009:2024) ensures that the equipment meets all TEC prescribed Essential Requirements. The quality and reliability of equipment is not part of this procedure, hence, the same is not guaranteed through this certification. OEMs / dealers themselves will be responsible for necessary quality and reliability criteria claimed by them. Any equipment to be used in the network of Licensed Telecom Service Providers/ Internet Service Providers/Virtual Network Operators etc. may have to undergo additional tests as specified in License.

Yes, part codes of lower configuration card(s), if its higher configuration card(s) is/are tested or part codes of conformal-coated parts/chassis may be mentioned by the applicant in the ''Remarks'' column of the BoM file of a single-chassis product submitted for MTCTE Certification. A self-declaration in this respect may be submitted by the applicant that conformance to ER is not affected by this.

The test reports from the reputed Government Institutes such as IITs, IISc, CDOT, CDAC etc. and Government Labs of National Repute and Eminence are acceptable for the parameters for which the sufficient TEC designated labs are not available.

Yes, valid BIS certificate or Safety test report from BIS Recognised Lab(s) issued against the Safety test standard(s) as applicable in Essential Requirements (ERs) can be submitted. Download File

Labelling requirement is exempted for initial period of six months w.e.f. date from which testing and certifications of respective equipment in India is notified as mandatory or six months from the date of issue of MTCTE Certificate, whichever is later. Download File

5G Base Station and Microwave E-Band Radio are covered under MTCTE Phase-V that are mandatory for Certification w.e.f. 01.07.2024 vide Notification No. 5-2/2021-TC/TEC/165 dated 23.06.2023.

Optical Fiber Cable ER is not applicable on connectorized cables (or patch cords)

For BTS, the Split Mode configuration can be addressed in family configuration provided in MTCTE Procedure.(This is now allowed as a variant for MW system has been added)

Faulty cards/ unit/ product for repair/maintenance purpose are not covered under MTCTE scheme provided its model number and serial number do not change.

MTCTE certification is not required in case of re-use/ relocation of dismantled product(s) provided its model number and serial number remain same.
