Details of Service

Department of Telecommunications, Ministry of Communications has notified “Indian Telegraph (Amendment) Rules” in Gazette of India vide G.S.R. 1131(E) PART XI on 5th September 2017 which prescribes for Mandatory Testing and Certification of Telecommunication Equipment. Any telegraph which is used or capable of being used with any telegraph established, maintained or worked under the license granted by the Central Government in accordance with the provisions of section 4 of the Indian Telegraph Act, 1885 (hereinafter referred to as the said Act), shall have to undergo prior mandatory testing and certification in respect of parameters as determined by the telegraph authority from time to time.

Objectives of MTCTE


I. that any Telecom Equipment does not degrade performance of existing network to which it is connected;
II. safety of the end–users;
III. protection of users and general public by ensuring that radio frequency emissions from equipment do not exceed prescribed standards;
IV. that telecom equipment complies with the relevant national and international regulatory standards and requirements.

The testing and certification envisaged in Amended MTCTE Procedure v3.0 (TEC 93009:2024) ensures that the equipment meets all TEC prescribed Essential Requirements. The quality and reliability of equipment is not part of this procedure, hence, the same is not guaranteed through this certification. OEMs / dealers themselves will be responsible for necessary quality and reliability criteria claimed by them. Any equipment to be used in the network of Licensed Telecom Service Providers/ Internet Service Providers/Virtual Network Operators etc. may have to undergo additional tests as specified in License.

The “Country of Origin" is as per the criteria defined under Custom Rules. 'Country of Manufacturing' refers to the place where the Telecom product under certification against product model number given above is manufactured/assembled as complete unit only.

No, the addendum notification 6-6/2021-TC/TEC released on 19th April 2022 is applicable in case where the applicant has submitted their product for MTCTE testing to ILAC lab after 22.09.2021 i.e. first date of notifications of phase-III and IV and his test report was still not issued before 31.01.2022 i.e. the date when 7 products under phase-III were removed from ILAC relaxation.

No, the validity of regular certificate of 10 years will be applicable only to MTCTE certificates issued w.e.f. 01.07.2022.

In case the minor hardware / software changes in the certified product does not affect the conformance to approved Essential Requirements (ERs) as mentioned in clause 10.2.1 and 10.7 of MTCTE procedure, a self-declaration by the certificate holder may be submitted to TEC mentioning the existing and the revised hardware/software version and declaring that the conformance to approved Essential Requirements (ERs) is not affected by this revision. TEC will acknowledge the same.

Any number of associated models can be included in the test report along with main model subject to their verification by the test lab as per MTCTE procedure. The limit on 9 associated models is for applying on the MTCTE portal in a single application. For remaining associated models, a separate MTCTE application may be submitted with same main model.

ransceivers such as SFPs which are required during interface testing for telecom/network products namely Routers, LAN Switch, PON Devices etc. are not covered under MTCTE.

Only those SFP(s) may be mentioned in BoM file, which have been used for testing of respective optical interface and evaluation may be done accordingly.
